Emphasis on theorizing and responding to the challenges facing the Islamic Revolution has been the focus of Ayatollah Khamenei. Theorizing it in the form of branching, usable, and deductive theories and sets must be considered. One of the important and necessary issues that cause the stagnation and dynamism of the Islamic Revolution is the need for theorizing in social and political issues. The theory of political progress includes components such as accountability and supervision, central justice, meritocracy, political and social and religious freedoms, spirituality and morality , The revolutionary society, the existence of parties and non-governmental organizations and an efficient political system in order to achieve a good life Stein's research tries to answer the question by the method of grand theory how the obstacles to political progress can be explained according to Ayatollah Khamenei? The findings show:. Obstacles to political progress include internal, social, cultural, political and international barriers.
